The merchant is unlocked by completing the merchant quest. The merchant offers 3 trades at a time. To refresh the merchant trades you must send them away for 24 hours. Alternatively, you can drink the Merchant Speed Potion to instantly refresh the merchant trades after sending them away. If you complete all 3 merchant trades you will still need to send the merchant away to refresh their trades.
