The chef's hat is one of the Cooking upgrades that can be obtained from the Gathering in the Goblin Kitchen at level 80 gathering.
The chef's hat allows food to be cooked twice as fast once 5 of an item are cooked, and output is doubled once 10 are cooked. These are tracked in the prepared column on the data table in the cooking tab.
